Yes. Springfield XD-S Mod. 2® OSP, which is a single-stack pistol, is optics-ready. It has a factory-milled slide, so you can mount compact optics directly.

2. Does the Springfield XD 45 have a Safety?

Yes. Springfield XD 45 has a Fail-Safe Disassembly safety beside Ultra Assurance (USA) Trigger System and a Grip Safety. The safety in the gun is present at the top rear of its grip. When it is depressed and deactivated, the gun will not fire even when you pull the trigger.
